What is considered to be counter wall space according to the NEC?

Kitchen Counter is 1'. If you have 1 foot, you need a receptacle. Under 1 foot not required, I think the reasoning is if you have 1 foot of counter space, you will want to put an appliance there. Otherwise you may try to run cord across range or sink or something else.
If for yourself, I would put 1 there, Toaster or Coffee Maker?
