Why when I'm downloading.anything frm net.. my transfer rate... very low... like 10kb or 11kb... my net speed is 1mbps... anyone know how to increase my net transfer rate

First, just because you have a 1MB transfer speed, it doesn't mean that you transfer speed will be 1MBps.

I'm assuming you are talking about download speed. If you mean your upload rate, well ISP provides different speeds for upload and download. You may 1.5MB download rate but a 256k upload rate.

Is this transfer speed constant regardless of where you attempt to download from? Are you trying to download from a P2P program (e.g. Limewire, Bittorrent)?

You are much more likely to get a higher download speed off a well established site like cNet's Download.com then off a p2p program due to cNet's site being hosted with a v.high upload rate. If you are trying to get a file off someone via p2p, then you are really looking at them sending you a file at their upload rate (e.g. 256kbps). Add to this the fact that you are probably sharing this with anyone else downloading from them at this time and soon 10kbps soon becomes reasonable.

Also take into account how many people are on your exchance. An exchange with 100 people will be slower than one serving 50 people. This si something you can't control though.
