Can a landlord automatically tell you there is a lien on your property for failure to pay rent or must the landlord file for a lien at which point it must be served to you?

The landlord can tell you anything but that doesn't make it so. If you're behind on your rent, all the landlord can do is go to court and seek either to have you pay the rent or be evicted.

None of that has anything to do with your property or a lien.
