    The issue is almost never getting a passort, it is merely a federal form of ID used in travel, The real issue will be if you would be allowed to enter variouis nations, each nation you wish to travel to, will have their rules on a visa to enter that nation, and rules to enter.

    If you have completed all of your court ordered requirements, i.e. fines, probation, etc. and you are not currently on probation or parole, then I do not see why you could not get a passport.
