OK I would like to cut my concrete foundation and install a large window. It is on the wall perpendicular to the floor joist system what would be the header requiered. I would like to use a steel beam or something

You could set a steel beam just inside the basement wall right up againist the joists. The beam would need support at each end with stell jacks. I do not think you can just cut out the concrete and get a header beam to fill the hole. You'd need to remove all of the concrete above the opening, cut pockets for the beams end and then pour nw concrete above the window. All of this would require at least tempoarily jacking with a large steel beam.
