    I have a daughter that just turned three. Her father is 5,000 in the hole with childsupport, hasn't seen her or even tried making contact with me for over a year. When she was first born he maybe saw her for a total or 20 days in her 3 years of life. He has 2 bench warrants out for his arrest. My question is I would like to change her last name to mine before she starts preschool. What are the laws on child abandonment and how can I send him papers when I don't even know where he is living?

    If you live in the US, laws in Europe, Canada, India and all other places we have posters from are different,

    And in the US, the laws will vary from state to state, in many you do not need his permissoin for a name change only, in some you will. In our state the probate court does name changees, it is other courts in other states, you can look or contact the clerk at the court where name changes are done and see what is required.
