Contact INS and the FBI. Better yet, if the information you have concerning the warrants is valid and legitimate, then contact your local police department.

Keep trying to turn in this individual no matter who you have to call. Sometimes ICE is a joke as they keep changing their phone number. Make sure you know what their real name is, and anything else about them you can supply to the police that the police can verify. Illegals are norotious for giving phony names. If you have seen any kind of ID they are currently using, such as a green card that is not theirs, try and get the name on the card. Also just where the person works (name of company, address, and what they do) and what hours they work is very helpful as well. I can tell you from personal experience this is not going to be easy, but it can be done with some perseverance from you.
If they are here illegally they will automatically be deported once the person is in custody.
