Need title to old animated movie
All I can remember for sure is an old evil ring master of a circus that has a glass eyeball and gets attacked by a bunch of black birds. He was the evil twin or brother of a nice old man who tries to help or save the main character who is a little boy who has run away from home to join the circus. This movie is animated and probably from the 90s but maybe the late 80s.
I also have this other image in my mind of a little girl with red-ish hair (also animated) and she's standing at a window and her big white hat with a blue ribbon is blown off her head with a gust of wind. A little boy finds it or something. He rides a dinosaur or big machine down a busy street...
Same movie, different movie... I don't know! Help! Ive looked everywhere I can and this is my last resort. This is driving me crazy. Anything is helpful!
