Are you a natural blonde? If so you can purchase a colour stripper from any hair/beauty store. It will strip out the artificial colour.
But if you are not a natural blonde the only way to strip out the brown is by bleaching it out. Try getting it done from a salon if you can as DIY bleach jobs can sometimes end up as a disaster. Lol.

If you want to go from brown to blonde, you are going to have to lighten your hair with bleach (hydrogen peroxide) to a yellow level and then apply a toner. Hair color removers will leave your hair in a brassy or orange state. Hair bleaching is a very tricky process and should be left to the professionals.
