Need help! I have a State Select Propane water heater and am having problems igniting the pilot light. We ran out of propane so the pilot light went out. I have followed instructions but no avail. What am I doing wrong?

Need help! I have a State Select Propane water heater and am having problems igniting the pilot light. We ran out of propane so the pilot light went out. I have followed instructions but no avail. What am I doing wrong?
If you ran out of propane, you will have to get rid of all the air in the lines. It can only come out so fast (really slow) pushing the pilot button.
Three possibilities:
1) Won't light
2) Goes out when you let go of the pilot button
Can we assume that the other propane appliances are OK?
Same thing happened to me. And yes, the stovetop burners worked fine (also after flushing out some air), so I knew I had propane. But the pilot on the water heater in the basement just did not want to light. I finally read this meassge and decided I needed to have more patience. I camped out with some long matches and my finger on the pilot button and after a while it finally lit. It went out once on it's own (probably an air bubble) but then all was well.
