How a timing belt from an accord 1999 is replaced?

It's better to take it to Honda and have it done. There's much more to it, especially on an Accord, than most people realize (e.g. camshaft seals needing to be replaced). Many people, who aren't experienced, have ruined the valves on their Hondas by attempting to change the timing belt themselves.
