    Replacing a 100amp sub panel
The panel I am replacing was install by a electrician about 20 years ago. It has served my needs until now. The old sub panel has 6 breakers and the new one has 12. The distance from the house to the garage panel is the same as is was (about 28' of wire). I installed the wire from the house the same as it was on the old panel. Every other pair of breakers only read 60 amps. The others are 120. From the house... the black and white wire are connected to lugs on the bus bars and the copper is connected to the ground bus. I have switched the black and white wires and that's not the solution. Any ideas?

The black and white wire should have the same voltage, switching them is not the solution. You have either a broken wire between the two panels, or you are not making contact in the house panel. Call an electrician to assist you.
