Oh and depending on your age, permission from parents.

And the witness actually depend on the state.

Each state has its own rules for a marriage license, many states allow a reduced price of the marriage license, if you take a pre license marriage counseling course. I do them from time to time.

But you and your partner, go to the dept that issues license, and apply, some states will give you paper work to go for a blood test. Other states don't require one. You get your license and a judge, minister or religious leader of your faith, do the service, they send the licesne back to the court.

In addition to the above, you will need money to pay for at least the marriage license and maybe a ring and also some music for your ceremony if you choose to have music.
