Is your toilet tank filling all the way? The no hot water in areas sounds to me like Frozen pipes.

You likely have two issue since the cold water fill for the toilet has not much to do with your hot water. Check to see that the tank fills to within 1/2" of the top of the overflow tube, if not adjust it. Check the small hole in the lower sump area of your toilet. A gush of water comes out of the hole to start the siphon and crd can build up inside that hole. I am sure there is a special tool for reaming out the hole but God gave you 10 of them, wear a rubber glove if you're squimish but stick you index finger into the hole and ream around. Now your hot water issue I'd need more info. All other faucets get hot water, right? If so, check the valve stem or cartridge on the hot side. If you are not sure how to do that just come back here. There is always someone around who can help. Speedball1, Tom the plumber, will be here in the AM and may have more suggestions. Sticking your finger is the hole was his anyway.
