I have been married to my husband now for 3 years. He has twin girls who are eleven. There mom left when they were two and we have not head from her since. She is supposed to pay child support but has never paid anything. Is this abandonment and can I adopt the girls without having to have her sign any papers or anything? You will need an attorney, and the courts will require some search for her to notify her and try to get her to sign, if she can't be found, then court procedure can follow
