I have been married to my husband now for 3 years. He has twin girls who are eleven. There mom left when they were two and we not hear from her since. She is supposed to pay child support but has never paid anything. Is this abandonment and can I adopt them without having to have her sing any papers or anything? :confused:

It is abandonment and her parental rights can be terminated. You will have to have the services of a competent family/domestic lawyer.
