    The seller is still the legal owner, so on that the taxes are still in the sellers name. Most contracts ( at least all I have used to buy and sell property) I include the cost of insurance and taxes in the cost of the contract, basically a escrow account that can vary as insurance or taxes change. So I always made the buyer pay them, but they are included in the contract, if they are not included, the seller is responsible,since he still holds deed to property.

    The buyer would want a renters type policy to cover their liablity and also their contents of the home (personal property) they also want to check each year to be sure taxes are paid.
