    NY state clean carpet/painted wall law
    NY State: Is there a "law" that states that a landlord must paint the walls and clean/change the carpets before a new tenant moves in. I do not want to know if it is a courtesy. I want to know if there is a specific law. I have never moved into an apartment where the walls were not painted and the carpet was not new, but this was in Nevada and Texas. The apartment in NY that I was planning on moving in to, has filthy walls and heavily stained carpets. The owner is only planning on having the carpets proferssionally steam cleaned. I "thought" that carpets had to be changed every few years and between new tenants, and walls neeed to be painted. Just wondering if I am way off base.

    No.

    You can check for yourself if you wish. We have a copy of all the state landlord tenant laws at the top of this forum on a "sticky note".
