    Terminating Parental Rights
My daughter is six and her dad has not seen her since she was two (his choice) and has not paid child support at all. Her dad has used illegal drugs and right now lives in a half way house. He has never had a permanent home to live in since she has been born. Is this enough to take away his rights?

Possibly, but, unless you want to terminate to clear the way for your spouse to adopt, its unlikely. Why would you want to terminate anyway? As it is now, he isn't exercising his rights so how would a TPR make a difference?

Unless there is someone to adopt the child in his place, like a spouse, it is unlikely to be done.

But like Scott said... why go through the hassle? He already isn't excercising his parental rights, so terminating them would change nothing.
