It might be that your DVD burner lens is dirty. Buy a lens cleaner CD and follow intrsuctions on the CD, This will help clean the DVD but if doesn't then it can be either a driver problem or hardware problem.

Just do the first suggestion and we can follow it up later if it doesn't work.

As this has happened with both your old and new HP drive. And you are savvy enough to change hardware. I would first check your bios is showing the cd drive. To enter the bios turn your PC off. Then turn it on and quickly press F2 or Del or F10. Which key to press depends on who made the PC. Sometimes a prompt on screen will tell you which key.

Next; If your drive is connected to the same data cable as your hard drive check the jumper settings of each drive, or attached your cd drive to the second IDE port on the motherboard with another data cable.
If the cd drive is already on its own cable in IDE port 2 then use a new data cable to connect the device. When you change cables make sure all pins on the mother board are not bent. Sometimes just re-seating a cable on a dusty motherboard can make it work again.

    Further suggestions:
Go it to device manager and see if the drive is working properly.
Start / right click My Computer / select Manage / select Device Manager
Find the drive/device in the tree / right click it / select properties

As you installed a new HP drive I would double check it came with the correct device driver for XP.
You can also search the HP web site for an updated driver.
