    Iam doing my immgration steps to Canada , and thy asking about my Masters degree .
    So, my Q is , is Belford University Masters degree is qualfies as a Master's in Canada?

    No, Belford is an unaccredited (not recognized and usually not considered legitimate) university in the US. It would not qualify you for anything in Canada either.

    Belford is offering lifetime experience degrees, masters & doctorate qualifications. Doesn't seem convincing to me.
