I don't quite remember the movie all that well, so forgive my description.
I remember it being really colorful.
I seem to recollect tiny people/dwarfs even, and they had special powers (I remember one of them being almost like that of mother earth, dressed in green). There was an evil man who morphed into a dragon of some sort and was after this human cartoon character. I think the dragons allies was an owl with a cigarette or a cigar and there was a stupid bat.
I really don't know.
