Yes, of course. It's in your name, if the bill doesn't get paid, you're responsible. I suggest you do not use or even cancel the card since you're notsure how to use it properly and what you do and don't have to do.

I think the wise thing for you to do is cancel that card and ask yourself why would someone take out a card with out your permission. Did someone sign your name for the card or did they add you as an authorized user?
I have never heard of someone giving a credit card as a gift unless its one of those prepaid cards. A person cannot create an account in your name without your signature. That would be fraud.
The only thing they could do is create an account in their name, but add you as an authorized user.
So the first thing you need to do is find out the details on how the account was created. There is also the issue of the terms in which the gift was given. Maybe it was given to be used only in certain circumstances.
So more info is needed here.
If someone does that, it is a criminal act, and if reported they can be arrested and go to jail, BUT... if you are aware of the card and acceptit, you are accepting it, plus if you use it, and you sign for the debt, then you have to pay.
