I am looking for a movie title about a boy that shoots out a TV set and then tells his dad to go to the birthday party.

I think there were several children in the household and the dad was maybe a stepdad. I thought I had found this movie at 1 time but was not "this boy's life"
I think this was in the 80's or early 90's.
