For the past couple of days, my underside of my testicles and on the side of my penis is red, and is really itchy. I don't believe I have an STD, seeing how I had taken a test earlier this year (There was a scare, but the doctor said I'm clean) and I haven't had sex since then.

So, would this be a rash? Anybody else out there have this problem?

Go to the doctor, only he can tell you for sure what it is

There are 100's of types of rashes and infections. If you have had sex then of course it can be a STD but then there are all sorts of other issues, only a visit to the doctor will tell for sure.
