    Shut of the water main and open a faucet somewhere to blow off pressure. Remove the screws on the handles and pull them off, then remove the escutcheon plate. You should see a nut like ring on the stem below the handles, remove this ring and then unscrew the stem counterclockwise. The washers are on the bottom held by phillips screws. Stick you small finger into the stem hole and see if there are any burrs on the seat where the washer rest. If there are burs the get yourself a reseating tool and refresh the seats.
