I have a IBM laptop computer when I turn it on, the amber light turns to a steady green, I recieeve two (2) sets of three (3) consecutive beeps and a single beep that's seven (7) beeps in all, But nothing appears on the screen. Can anyone help me?

My best guess is that you have a problem with the motherboard. There are guids in the internet to what the beeps mean.

Possibly motherboard... if it's under warranty, take it into your local IBM repair shop; if not, see if there's a computer repair shop in the area that works on laptops that can troubleshoot the problem. Whether it's worth repairing if unwarranteed depends on the model and its age.
