    Solenoids in whirlpool washer
I have a whirlpool washer about 20 years old and both solenoids are not working- could the problem be the timer unit? It doesn't agitate. (ocassionally does agitate but most of the time does not.)

Could be in the timer unit, Solenoids may be OK, you could hook up 120 volts to verify operation, 120 volt likely, verify voltage.

It might be a good idea to check washers on fill hoses

The hose washer has a strainer in it -- Plugged?

Turn off water before checking these strainers

I think most washers have control for hot or cold water

Turn timer to fill position --- And switch hot and cold

This will tell you if the solenoids are working
