I've been told that a soldering iron can be used with some special device to heat the inner race of a ball bearing in order to fit it by hand onto a shaft. Can someone elaborate?

I never heard of that. It should work if you found an effective way to transfer the heat. Back in the 80's Bearings Inc. was teaching their customers to use a hot plate or an oven. I was able to supply my guys with a hot plate, and it worked very well. Still should.
