When you ask about the "best PC" to buy, there will be many answers to your question, but they are all opinions of our personal experiences and those we have used.
In my own opinion, I like Gateway. I did have a problem with the original hard drive "dying" after the first two years, but after calling Customer Support, I had a replacement, even bigger, and now it's working fine. It was under warranty, and no charge to me.
I have had no other problem, and have installed a burner drive, and more RAM modules, with no problems.
I can recommend Gateway from personal use. Also, have used a Dell at a job for a few months, and found the Support to be a big hassle. But, others might not think so.
Some will recommend a Compaq, and they are good also.

As Fred mentioned - to suggest a good PC we need to know a little about you - how much you have to spend, what you use your PC for, do you need something that fits in a small space etc. Even a suggestion on make could depend on this information. For example, I would say Dell would be a good make for somebody who wanted a cheap and easy PC solution. I wouldn't buy them myself though.
Also - what kind of troubles have you had? I don't mean no offence but these problems could have been caused by you.
As has already be mentioned it all depends on what you want to do with it.
As far as general everyday machines go, you can't go wrong with any of the big box companies, like Dell, HP or many others.
If you are looking for something a bit more specialist for gaming, then either build your own or check out Alienware for smoking hot gaming machines.
