Why is there only one hand allowed on the table at the blackjack table

It all depends on the rules of the house. Actually I've never heard of such a thing except maybe during busy times.

What type of casino are you playing at: Vegas-Indian-Cruise Ship etc.
Any major casino will allow more than one hand except you must at times place a bet double on the extra hand. If playing at a major casino then only reason for one hand is they are crowded and want other players to play at table.

I only know the casinos in Atlantic City, the state of New Jersey, USA. They allow one player to play multiple hands. But there is one unwritten request. The player must be consistent with playing all his hands. Otherwise, the casino dealer or, worse, the pitboss, will point to people around the table who would like to take seats at the table and play.

On the other hand, I strongly believe that playing multiple hands is a BAD, BAD strategy. For one, you piecemeal your bankroll. Secondly, you cannot keep accurate records if applying a mathematical strategy. Learning the blackjack basic strategy is a must. No one should play blackjack without good knowledge of basic strategy. The best way to learn basic strategy is, by far, via color-coded charts or tables. There are some free here (you need a color printer to print the images):

It sounds like you mean that you want to tie up several seats at the table, but use a card counting strategy and only play the added hands when you like the odds. It's very easy to see why they wouldn't allow that. Even if you are terrible at what you are trying to do, they are losing revenue by not having players at the other seats.
