You should use a creamy moisturizer in the winter time. If your skin is acne prone, opt for a non-comedogenic product. There's some good skin care products in stores and pharmacies. You might want to browse the skin care aisle and choose a moisturizer that's best for you.

I've tried them all (well, most anyway-even the mega expensive ones) and the only one that I've been able to tolerate (no rashes, itching, breakouts) is Purpose. It's not expensive. I buy it in Longs or Rite Aid or Walgreens. It's not greasy and makes the skin very soft.
