There is a limit on FUTA and SUTA wages. The taxable wage for FUTA is $7000, so it means, if a person made $8000 in a year, you only tax $7000 of that $8000. Remember, FUTA is federal unemployment tax and only the employer pays it.
SUTA also has a limit, depending which state you're calculating for, the employer only pays taxes up to that taxable limit.
