My toilet flushes but doesn't fill back up properly and sometimes won't flush properly. The water in the bowl rises to almost the top. When I flush my other toilet I hear a bubbling noise in the bathroom with the malfunctioning toilet.

Will cleaning the "blow hole" take care of the problem? If so, where is the blow hole located in my toilet and how do you clean it?

Check for a main line clog. Then adjust the toilet for maximum height in the tank.
