Was it a cartoon or live action? Was it possibly set in England? The description you gave is so vague it fits countless movies. But the movie (or movies as there were many versions made) I'm thinking of is "The Canterville Ghost" based on the story by Oscar Wilde.
It's about an American family who inherits a family estate in England, the house is hounted by Lord Canterville who supposedly murdered his wife and then disappeared. There is a blood stain by the fireplace, apparently the blood of Lady Canterville. And The tree in front of the house doesn't bloom until the stories protagonist Virginia finds Lord Canterville's body.
I rented the cartoon version from blockbuster almost every week when I was a kid. It scared the crap out of me (although I own it now and it's not scary in the slightest). But I hope I helped.
It is a live movie not a animation and it wasn't really a ghost it was more of as I said a phantom character. The family included a mom who had blonde short hair the husband and two kids a boy and a girl I believe the girl was the oldest of the two children.
