Don't know everything... but know enough to do a lot on my own.
Need to upgrade my home electrical panel from fuses to circuit breakers.
So, is it legal that I can do this myself... with a permit and subsequent inspections?

As long as you are the home owner and will be living in the home (not renting it out) you can do this yourself, with a permit and inspection.
Well, I don't own it just yet and I'm finding that insurance companies like to insist you have breakers... even though I've heard that fuses are safer.
I'm in Mn and will be closing on this home on Dec 3rd... so tying to get insurance and upgrade the panel soon... but not necessarily during this high cash put-out period.
I'm very handy and have done all phases of home upgrades... but not this... so just wondering if it's legal for me, a lowly mech enginerd to do it... former maintenance employee for large facility. I know I can do it... just wondering if YOU would upgrade your own, or have someone else do it.

Better talk to the utility too. You will need them to shut the power off. They are often DIY unfriendly. If you can get them to shut the power off, no doubt you can do it with a little help from tkrusell, our electrical expert. I had considered replacing my panel myself with a bigger one, but floundered on the electric company's policies. I added a sub panel, and likely will do fine with the 100 amp service I have.
