I am a single mom, I do not work, but I have Primary Physical custody of my daughter. At the end of the year, can I file taxes, claiming my daughter to get a refund, even if I have no income to report?

I think you have to have made at least a couple hundred dollars in the year to qualify.
To qualify for the Earned Income Credit, you must have SOME earned income.
Since you apparently do not have any earned income. Negotiate with the father of your daughter and allow HIM to claim her on his tax return in exchange for a proportional cut of the increase in HIS tax refund.
You have to have earned some type of taxable income in order to file for a refund... and child support is not taxable income.
Agreed about child support.
