First its not a good idea to piggyback your question on someone else's. This can lead to confusion. You should start a new thread. So I've moved your question to its own thread.
On the surface, this seems a clear HIPPA violation. The program would seem to fall under health provider. Go talk to a lawyer.

I have investigated a couple of these - sometimes people are reluctant to come forward if you approach them but will speak freely to an investigator. That might be an option.
Attorneys who specialize in HIPPA law will be foaming at the mouth to get at this case, particularly if you are damaged (which I would sure think you are)!

Rehab facilities and mental health facilities have much more stringent laws on confidentiality than do medical facilities.
