As s-cianci says the only way for a parent to give up their right to a child is if someone is ready to adopt that child.

And don't forget, even if you are able to give up your rights, you will still be responsible for child support until the child is adopted.

Giving up rights ONLY means giving up your right to make decisions regarding the health and welfare of the child in question.
