Father stated he is the father of the child, but wantes to sign his rights over. Does he have to pay child support

He cannot sign over rights unless the mother is in agreement to this. He will be responsible for child support unless the mother agrees and the rights are signed over to allow for adoption.

No and any back child support he owes will be removed he does not need the mothers approval onr condonment to do this its like a loop hole for child support_im sorry
