I have joint secondary custody of my niece shared with her mother... I live in NC and she and the child live in SC... In my eyes the mother is unfit due to fact she puts the child's life in danger, uses illegal drugs, etc... She is a stripper and is leaving the child with her new boyfriend whom she met as a client at the strip club... he now lives with them... She works until 3-5 am and the child is left in the home with the boyfriend... I know nothing about the guy but would assure if he goes to a strip club to meet dancers for a relationship he could be a potential danger to a 9 year old girl unattended... First you are making some unwarranted assumptions. Your best bet is to contact the family services agency where they live and have them investigate.

Generally neglect and abuse would have to be proven. Have you offered to take your niece to live with you, and your concern for her wellfare around the boyfriend to your sister? Access to illegal drugs would be considered child endangerment.

Have you considered just showing up occasionally at the house to "check on" her?

You can also report suspicions to the child's doctor or school - they are required by law to report it to DHS and investigate.
