How do you set or adjust the govenor? 16 hp briggs lope (or surges)

Since I don't know what type, ohv and such, I believe the owners manual has the directions to set the governor. Try going to the briggs website and put in the numbers to get the owners manual. Otherwise make sure the carb is on tight, and linkage is good and tight.
