Hi, I would like to know: if someone owes back child support (in NY) and receives settlement money from a car accident (medical and pain and suffering), is it subjected to collection from the state?

On NYS DCSE, The website for New York Child Support, it states that

Liens

Liens may be filed against a delinquent non-custodial parent's real estate or personal injury claims or awards in order to collect overdue child support.
