All right, I'm 23 and she's 16? Can I date her without having sex? Kiss and hold hands? Do I need to worried about her parents?
I just want to go out to dinner with her and watch movies on weekends.. and I want to know if I can do that without thinking I might get arrested for that..

I just wouldn't do it. And if you MUST, then yes, worry about her parents. Get their permission first. Otherwise, you could end up in a lot of trouble.

If you are 23, why are you dating a 16 year old? They may have grown up bodies, but they have very immature minds. They are not adults, no matter how much they pretend to be. They have different beliefs and ideas of what life is. Be responsible, don't do it!
