I honestly have no idea what the name of this movie is; I watched it only once late at night on a local channel. Basically my recollection isn't the greatest, but these are the basics of the movie:

It takes place in futuristic society with a great concern for population control, so much in fact that the military designed machines that would effectively kill everything in a provided radius by any means. One of the main characters finds a part of one of these machines and takes it back to his apartment; the machine appears to be not functioning at first but later absorbs the nearby computers and kills a few people.
