What steps can she take

Talk to her adopted parents for info, post her info on every known web site adoptoin registery.

Sorry, but the key word here being "closed", it is very doubtful she will ever be successful in her pursuit of finding out anything about her biological family. Once the records are sealed, they are sealed for ever, all though some have stated it could be opened in a medical emergency by a court order. I do not know of this happening though personally, not saying it couldn't happen though.
