Sounds like compressor is grounded out,, check with am amp-probe and see on start up how many amps it is trying to pull, probably pulling more amps that the breaker is allowing. Does the condenser fan run or try to run before the breaker kicks? The easier way is to trace wire from contactor that goes to fan unplug ,so the compressor and fan won`t try to start at same time. Kill the power before you do this, and then power back up,, more info would help, could be one of several probs.

We need a lot more info. Do you know any thing about the electrical and have a volt and or amp meter(You will need one to trouble shoot this problem)? Did you remove the door on the A/C unit to see if you had burnt or grounded wires( Turn power off first before removing door on A/C unit)?
