    I can see three people with crutches and one with disabled legs,
    Is the OP asking about all of them?
    Or just the one with one feet missing.

    Then on the right, there is someone with one hand and two feet missing.

    There are several people who are missing parts. There is a lot of symbolism in there.

    I'm not an art connoisseur, but that piece looks like it depicts a period when some lacked proper health care or where exposed to disease. Perhaps the artist wished to include these aspects.
