    I just want to have a collection of guns with no ammo would I need a permit?

    I would also think that if the firearms are disabled in some way so that they can never be fired, that you should be okay possessing them without a permit. I may be incorrect in that matter though. It does depend on the laws where you live and what firearms you own.
