    On a set of stairs, is the rise always bigger than the run?

    Not necessarily. You can make the rise any height you like. One family I know built their porch with a 4" rise because they knew someday an elderly relative or they themselves would need such lower height to be able to cliimb the stairs. The runs were longer for the same reason. Another family built their stairs (3" rise, 6" run) to be able to accommodate a wheelchair pulled up the stairs backwards.
